Education:

John Halloran’s practice focuses on complex litigation, alternative dispute resolution, and public service.

John began his career as a law clerk to Judge Matthew J. Jasen of the New York Court of Appeals. Judge Jasen maintained chambers at Court of Appeals Hall in Albany, NY and the Erie County Hall in Buffalo, NY. The Court of Appeals, New York State’s highest court, decided civil and criminal cases in virtually every area of substantive law.

John began his litigation career with the law firm of Willkie Farr & Gallagher at the Citicorp Center in Midtown Manhattan. John developed an expertise in complex civil litigation and international disputes. At trial and on appeal, he prevailed in cases involving RICO, antitrust, contract law, federal securities law, accountants’ liability, trusts and estates, and he defended and prosecuted an avalanche of cross-border banking claims arising from the global fraud committed by the Bank of Credit and Commerce International (BCCI).

Following his work at Willkie, John resumed full-time public service with the U.S. Department of Justice (Civil Division, Federal Programs Branch) in Washington, D.C. In that capacity, he represented the United States in landmark cases throughout the nation, including disputes involving bank fraud, money laundering, and constitutional law. John received several commendations and awards including, on three occasions, the Attorney General’s Special Achievement Award for Sustained Superior Performance of Duty.

Ultimately, John returned to New York and handled complex civil litigation in the federal and state courts in New York and Washington, D.C. Notably, he handled precedent-setting, cross-border litigation that reached the United States Supreme Court three times. John has also been active in public service and bar initiatives on a State-wide basis. By appointment of the Appellate Division, Second Judicial Department, Supreme Court of the State of New York, John serves as Special Referee in attorney disciplinary cases brought by the Grievance Committees for the Ninth Judicial District (Hudson Valley) and Tenth Judicial District (Long Island). He has mediated dozens of cases as a court-appointed Special Master for the Mandatory Civil Appeals Mediation Program of the Appellate Division, Second Judicial Department. He is also a Roster Mediator for the Commercial Division, Supreme Court (Westchester County). He is serving his second term as a member of the Character & Fitness Committee for the Ninth Judicial District (Hudson Valley).

He is admitted to the New York Bar (1985), the District of Columbia Bar (1997), and all federal courts in New York and Washington, D.C.
